He is not your son as you said he is your stepson, which means that you do not have any rights towards doing any type of discipline to him. You should try to inform your husband about the situation and try to tell him what is going and how you feel and what you would like to change. Unless your husband agrees with you him then go ahead. But if he doesn't there is nothing you should do besides wait for your husband to take action on his own. After all it is his kid.
