My dog Is Acting Strange, Its Scaring me!?

My 11 year old Golden Retriever Has Been Acting strange. When I got home today i noticed hes walkin with his head down I tried to help him lift it he can even lift it above his shoulders. And His front left foot looks broken, his backarm claw is touching the ground thats how weird it looks nothing else looks strange. But his attitude is what is scaring the Family Whats going on?
