HELP!! My Chow-Chow's breath reaks!?

Her teeth are clean, no tarter build up, and the vet (she was there about a week ago for vaccs and exam) said she didnt need a dental. But I love my lil' chow and I love giving her kiss's on her muzzle but ewwww her breath smells like she has been eating garbage (she doesnt get into the trash can). I have wiped a pea sized amount of people toothpaste in her mouth, and it helps a little. Is that okay to do?? Is there anything like doggie fresh breath mouth wash?
